Why This Role Matters

The Volunteer Program Manager is the heart of our volunteer community. You'll lead every stage of the volunteer experience — from recruitment and onboarding through matching, scheduling, recognition, and retention — while building the relationships and systems that keep our programs running smoothly.

This is a true program management role. You'll be highly organized and data-driven, but also warm, energetic, and genuinely excited about building community with volunteers from all walks of life. If you love working with people, are energized by systems and metrics and by relationships, and want your work to matter — this might be the role for you.

Please note: This position requires occasional evening and weekend availability for volunteer events in both Clark and Cowlitz Counties.

How You'll Contribute

Recruit & Onboard Volunteers

  • Lead end-to-end volunteer recruitment across all programs, with a focus on growing the pipeline in both Vancouver and Longview/Kelso

  • Develop recruitment strategies targeting diverse community organizations, faith communities, corporate partners, and schools

  • Manage volunteer intake, background checks, and documentation — ensuring completion within 3 business days of receipt

  • Host volunteer orientations and training sessions (remote and in-person)

  • Track certifications, licenses, and required documentation; maintain accurate volunteer records in database


Build & Retain a Thriving Volunteer Community

  • Create a connected volunteer culture where people feel recognized, valued, and inspired to keep serving

  • Develop and run a volunteer recognition program celebrating milestones, anniversaries, and achievements

  • Host monthly hybrid Volunteer Power Hours and facilitate quarterly in-person engagement activities

  • Conduct monthly individual check-ins with volunteers in our Sidekicks program

  • Gather and act on volunteer feedback through post-event and post-shift surveys

Manage Program Operations & Scheduling

  • Oversee our Sidekicks mentorship program — matching, scheduling, and onboarding a minimum of two new volunteers per month

  • Facilitate two Sidekicks training sessions per month (2 hours each); update training content as needed

  • Ensure Caring Companion shifts are staffed at 85%+ fulfillment; conduct bi-annual roster audits and re-engage inactive volunteers

  • Manage client rosters and volunteer matching across multiple program areas

  • Build and maintain scheduling processes that ensure visibility, coverage, and proactive gap-filling

Grow Community Partnerships & Geographic Reach

  • Serve as Fosterful's primary liaison with key community and agency partners

  • Coordinate tangible needs fulfillment (Go Bags, clothing closets) with state agency contacts in Vancouver and Kelso

  • Drive volunteer recruitment and relationship-building in the Longview/Kelso area

  • Represent Fosterful at community events and partner meetings across the service area

Track Data & Report on Impact

  • Maintain rigorous KPI tracking project management tool and Google Sheets, including volunteer inquiries, orientations, background checks, program assignments, and session counts

  • Submit a monthly program report to the Director of Operations by the 7th of each month

  • Respond to all volunteer and partner inquiries within 48 hours

  • Track and report program expenses and mileage within budget

What Makes You a Great Fit

Experience & Education

  • Bachelor's degree in nonprofit management, communications, social services, or a related field preferred; equivalent experience considered

  • 2+ years of experience in volunteer coordination, program management, community outreach, or a similar role

  • Experience working with diverse populations across backgrounds, ages, and demographics

  • Experience in or familiarity with foster care, child welfare, or social services is a plus


Skills & Strengths

  • Highly organized, with strong database management and metric tracking skills; monday.com experience strongly preferred

  • Data-driven — able to build tracking systems, analyze trends, and report meaningfully on program performance

  • Excellent written and verbal communication skills, with warmth and clarity for volunteers, partners, and staff

  • Strong initiative — you identify gaps, propose solutions, and move without waiting to be directed

  • Fun, energetic, and people-oriented; you know how to build community and make volunteers feel like they belong

  • Patient and adaptable, comfortable meeting volunteers wherever they are

  • Strong scheduling and event coordination skills; comfortable juggling multiple programs simultaneously

  • Proficient in Google Suite; quick to learn new platforms

Additional Requirements

  • Must pass criminal and child welfare background checks

  • Valid driver's license, clean driving record, and reliable transportation

  • Ability and willingness to travel regularly between Vancouver and Longview/Kelso

  • Available for a minimum of 75% of volunteer events (evenings/weekends); advance notice always provided

  • Ability to lift up to 25 pounds
